When Billy and his sister, Jenny, lose their mother in a tragice accident and their father is listed as "missing - presumed dead" in Iraq they move in with foster parents in Brighton. They are expected to get on with the foster parent's children but they feel on their own, picked upon and branded as liars. No one believes them, things do not go so well. Alone and despondent they seek refuge elsewhere, underneath the Pier. The Pier had been shut down because of the "Fire" and no-one used it any more, it seemed as if no-one cared. One night, Billy, after being accused of stealing, sneaks out of his room and makes his way to the Pier. As he approaches the lights light up, one by one! The magic starts. There is the sound of people, people enjoying themselves, the laughter, ballons and candy floss. Billy walks onto the Pier and up to a gaping hole which divides the end of the Pier with the land. He looks down to see the sea raging. Then... "Hello Billy" a warm and friendly face stands opposite on the far side of the hole. A clown dressed in a bright blue striped suit beckons him forward to the lights, to the carousels. Billy had found a whole new world. The gaping hole miraculously closes in front of him and he cautiously moves forward. He pinches himself to see if this is real?
